About Us

A youth movement based on non-formal and values-based education.

The Singapore Scout Association (SSA) is one of the oldest youth movement in Singapore dating back to 1910. It is a full member of the World Organisation of the Scout Movement (WOSM), which numbers over 57 million Scouts across 173 National Organisations as of 2022.

The SSA, a registered charity in Singapore, aims to help youths discover, learn and put into practice essential life skills through serving others and learning by doing. It offers a non-formal and values-based educational programme to support the development of young people in becoming responsible and active citizens. As one of nine uniformed groups in Singapore, its programmes are delivered through the Scout Method and are also aligned to the 21st Century Competencies (21CC) and Character & Citizenship Education (CCE2021) frameworks promulgated by the Ministry of Education (MOE) to encourage the holistic physical, mental, spiritual, and social development of youth.

Mission

The mission of Scouting is to contribute to the education of young people, through a values system based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.

Promise and Law

All members of the Scout Movement are required to adhere to a Scout Promise and a Law reflecting, in language appropriate to the culture and civilization of each National Scout Organization and approved by the World Organization, the principles of Duty to God, Duty to others and Duty to self, and inspired by the Promise and Law conceived by the Founder of the Scout Movement in the following terms:

The Movement

The Principles

The principles are the fundamental laws and beliefs which guide all members of the Movement. Scouting is based on three broad principles:

  • Duty to God
  • Duty to Others
  • Duty to Self

The Method

The Scout Method is a comprehensive educational framework composed of elements which work together as a system to provide young people with a rich learning environment.

Scout Education

Scouting adopts non-formal educational methods to develop young people through fun and engaging activities. In Singapore, our programmes are guided by our mission to develop our Scouts holistically in the Social, Physical, Intellectual, Character, Emotional and Spiritual domains, aligned to 21st Century and Socio-Emotional competencies. By adopting a learner-centric approach, Scouts are empowered to plan, implement and reflect upon their own learning experiences.

A Movement led by Young People, supported by Adults

Scouting exists for the benefit of young people. Adults support by facilitating and providing the necessary conditions for the development of the youth members. As members of a movement of self-education, and in a spirit of partnership with adults, young people participate in the decision-making processes of the Movement, in ways which are appropriate to their level of maturity, skills and experience.

Joining the Movement

Membership in the Scout Movement is open to anyone who agrees to adhere to its educational proposal and does not discriminate against anyone based on race, religion, social background, or gender. Scouting is also non-political as it is not affiliated to any politician, political party or political movement.
